What is the name of the movie where they plot to rob the federal reserve bank by digging the tunnel?

I can't remember who was in it. I just remember them plotting to rob a bank, which i think was the federal reserve, and they were using a tunnel for something, like there was a tunnel being built and that is how they got into the vaults.
