Are the window-like designs on concrete electrical vaults purely aesthetic or do they have another purpose?

  1. They are called "knockouts". They allow one box type to be used for many purposes. If you need to put an access hole there, you just knock out the square with a sledgehammer. I've seen some that just have minor indentations over the whole side, that is to reduce the weight. Engineers will never design something that gets buried just to look pretty. Not how they roll.
