How do you fix a computer that won't go to the profiles on it?

My other computer won't work right. When I turn it on it says something like something has happened to your computer and then I can select safe mode normal or return to last known day it worked but when i click any of them it goes back to that page again. I can also click setup and boot menu but everything I tried there doesn't work. I have a Dell Windows XP Home Edition. Please help me.

1. I would reinstall the OS, but that's me. There can be many reasons for the issues you are having, can you post any other details to help us troubleshoot?
