What in the world is a key vault?

i was looking at a video game forum and people were talking about something called a keyvault. i know it has something to do with banned/unbanned consoles, but i'm just curious as to how it works. 10pts for an above average answer. that xbox-scene link is all greek to me. i was looking for an "answer for dummies" so to speak.
