What is safer to surround a public/semi-public building/campus, a cyclonic fence or a wall?

A place such as a school, orphanage, elderly-care institution, etc. Leaving aside the cost, and considering factors such as surveillance-ability, prevention of unauthorized access,etc., is it safer to build a wall?
