"Fallout 3" video game help please!!!?

Ok, So i want to go back into Vault 101. apparently, i can through this quest called "Trouble on the Homefront". i've hung out around vault 101 and megaton and im not getting the "vault 101 distress signal" to start the quest. I have a XB360, beat the game's main quest, and ive also done the add on quests "Broken Steel", "The Pitt", and "Point Lookout". Am i too late, or do i still have to do something?

1. Have you completed the Waters of Life mission, where you reactivate the purifier only to be forced away though the underground tunnels? That mission needs to be done before you can do the Trouble on the Homefront quest. Edit: Also, yes the person mentioning about it being too late if attempting after Broken Steel, is correct.
2. If you have completely beaten the Broken Steel add-on, the "Trouble on the Home front" mission will disappear forever, forcing you to start a new game. A similar glitch can also happen with the "Riley's Rangers" and "You Gotta Shoot 'Em in the Head" missions.
3. you might be to late or you might not. i did the Trouble on the home front quest and hung around Vault 101 and i got the signal instantly but since you already beat the game, you might have missed your chance. I did the quest right after i completed the Waters Of Life quest. If you completed the main quest then it should let you but ive never tried to do it after i beat it
