Who is actually able to unlock a bank vault?

Banks have well vaults and they are highly protected and under ultimate security. Well I was wondering who (assuming they work there) is allowed to unlock the bank vault? Like for example, does a bank teller have that privilege?

1. No way does a teller have that 'privilege'. Only the top one or two people in the branch could open the vault.
