Is trading using Alibaba or Aliexpress safe?

I have read few reviews mentioning it is not safe. Somehow, Alibaba and Aliexpress have "Gold Suppliers" "Audited Firms" and "Esrow" service, but still I have doubts. I am setting up a small home business, and worry about being scammed as have been through it twice via online shops. Anyone can guarantee from which market to buy apparels from, is safe?

1. Pay only by letter of credit through a bank, that way your payment would be 100% safe as the supplier will only get paid when the goods have been shipped.
