Is office paper okay to use as rolling paper for home-made "cigarettes"?

I know smoking anything is bad for you. I have a certain substance that I want to smoke and I don't have any special rolling paper. Is regular office paper relatively safe to use? Will it kill me or cause any serious harm? Is there some other make-shift type of paper I can use?

2. make cookies with the "tobacco". the bleasch might be harmful, i dont know because i dont smoke "cigarettes" *wink wink* just an idea. or find a tea reicpe.
