How can I remove the Win 7 Home Security Virus?

My sister's laptop has it. It blocks the internet on Normal Mode, but I can access the internet while in Safe Mode. I don't have any portable USBs or CDs, so I need a way to remove it by downloading files using the infected laptop. I'm serious, Tanner. Go troll some where else.
