What areas are considered nice/safe in Hartford, CT?

My family and I are New Yorkers and currently live in Richmond, VA. We are looking to move to Hartford to be closer to home and miss the city life. I get mixed reviews from folks that I meet from CT. What part(s) of Hartford is/are considered nice places to live?

1. i heard the city just made the top of the list of the most unsafe cities in america
2. Does it have to be Hartford or can it be a surrounding area? West Hartford is nicer of the three parts of the city (hartford, east hartford, and hartford). Other then that I would look at surrounding towns.
